Why? I always heard it was terrain, and to slow traffic. It’s cheaper to follow the terrain than to bulldoze a flat course, plus it creates a natural speed zone.

I’ve seen instances where developers are responsible for paving the road in front of a home or business, other than this I have no real idea why the hell they do this. Just seems stupid…
