I owned a 1976 Elcona mobile home in the early 80s, it was tied down to the concrete pad it sat on. This is common in Michigan but I don’t know about other states.
They are “Hard Piped’ so they won’t really go anywhere but I have never heard of a place being “Tied Down “.
I don’t know what hard piped means, but tying down a mobile home is very common back home. They are usually chained down to the concrete pad that the home is sitting on.
